Township hears updates on Conewago Creek restoration, SR 230 sewer connections and multiple planning projects

Londonderry Township’s engineer and staff gave the Board progress reports on several infrastructure and planning efforts at the June 3 meeting.
Engineer Mike Wood reported that Land Studies Inc. (LSI) was the lone bidder for Monitoring and Maintenance for Conewago Creek Floodplain Restoration Phases 1–3, bidding $86,700. Wood said the Township and HRG have sent a Notice of Intent to Award and are working through contract finalization. He flagged two discrepancies between LSI's submitted certificate of insurance and the bid requirements; Solicitor Jim Diamond told the Board that, per the bid specifications, failure to correct those discrepancies could result in forfeiture of the bid bond and a 10% penalty on the bond if the contractor does not comply.
On sanitary work along SR 230, Wood relayed DTMA's status: 29 properties still need to obtain permits and 8 properties have permits but have not yet made the physical connection. DTMA received a draft bulk customer service agreement for two mobile home parks and has provided metering manhole design details. Wood said PA American Water is permitting residences along the SR 230 corridor to apply for connections and that the Animal Hospital is likely to be the first connection. The Board was reminded that, per ordinance, properties like Crest View may be required to connect once the extension reaches them; Solicitor Diamond said there are legal enforcement options the Township can pursue when ready.
Staff also reported work on the Comprehensive Plan and Parks, Recreation and Open Space (PROS) Plan. The transportation chapter draft for the Comp Plan has been circulated for comment; the PROS plan is roughly halfway through the process, the online community survey has closed, three steering committee meetings have been held and draft chapters will be shared with staff. Separately, construction plans and permit paperwork for Schoolhouse Road and Colebrook flashing signs were submitted to PennDOT on April 10; HRG will meet with township staff to finalize plans on June 6. Swatara Creek Road improvements plans are finalized and bidding documents are expected to be advertised in early July while easement coordination continues.
No formal Board actions were taken on these items during the meeting; staff and consultants will return with finalized contract documents, permits and associated follow-up items.
