Board re‑approves Kopp land‑development plan for recording; approves multiple escrow releases

Codes and Zoning Officer Duane Brady told the board on Oct. 6 that Hershey Land Surveyors submitted the Kopp Final Land Development Plan for recording but the Dauphin County Recorder of Deeds would not accept it because the approval date exceeded 90 days. Brady said staff determined the plan could be recorded with a renewed approval and filing; the board re‑approved PC25‑02 with a re‑approval date. Chairman Ron Kopp recused from votes related to the Kopp plan and associated escrow releases.
The board then approved release and closure of multiple escrow accounts after staff and HRG reviewed the projects and determined them complete. Releases included PC25‑02 Kopp Final Lot Add‑On Plan ($2,239.50), Seachrist Final Lot Add‑On Plan ($276.00), Leininger Final Minor Subdivision ($2,698.50), Ziat Final Minor Subdivision ($3,262.00), Ary’s Travel Plaza/Tolani ($322.00), Brinser Stormwater ($1,250.00), Nissley Subdivision ($49.50), PC25‑02 Kupp Stormwater ($750.00), PC25‑02 Buggy Stormwater ($423.00), and PC25‑01 Saienni Final Subdivision ($2,529.00).
Board members voted to approve each release; where noted, Kopp recused from votes tied to his plan. The motions were carried without further public comment.
