CEQA unanimously ratifies Connie Reilly severance, appoints Michelle Seybolt as executive director

The Commission for Educational Quality and Accountability on Feb. 12 unanimously ratified the severance agreement of former Executive Director Connie Reilly and appointed Michelle Seybolt, Ed.D., as the Office of Educational Quality and Accountability’s executive director effective immediately. The commission also set the position at Executive Director Level III with an annual salary of $160,000.
Secretary of Education Daniel Hamlin, Ph.D., called the special meeting to order at 5:00 p.m. and a roll call established a quorum with John Daniel, Kathryn Szallar, Melissa Evon and Dr. Ashlyn Fiegener present. Notice of the special meeting and the agenda were posted in accordance with the Oklahoma Open Meeting Act.
During the open session the Commission voted to ratify the severance agreement for Connie Reilly. Secretary Hamlin moved the ratification; Kathryn Szallar seconded. The motion passed unanimously by roll call vote of the five members present.
The Commission then considered a separate agenda item concerning the hiring and compensation of an executive director. John Daniel moved that the Commission enter executive session under 25 O.S. § 307(B)(1) to discuss the employment/hiring/appointment of Michelle Seybolt, Ed.D., including compensation; Dr. Ashlyn Fiegener seconded and the motion passed unanimously. Executive session began at 5:06 p.m. and the Commission returned to open session at 5:29 p.m.
After re-entering open session, Kathryn Szallar moved to appoint Dr. Michelle Seybolt as OEQA executive director effective immediately; Dr. Ashlyn Fiegener seconded and the motion passed unanimously by roll call vote. Separately, Melissa Evon moved to set the Executive Director position at Executive Director Level III with an annual salary of $160,000; Secretary Hamlin seconded and the measure passed unanimously.
All formal motions recorded in the minutes passed by unanimous roll call votes of the five commissioners present. The special meeting adjourned at 5:31 p.m.
The minutes show the Commission declined to enter executive session for the severance-ratification item but did enter executive session to discuss the hiring and compensation matter under the cited statute. No severance amount, contract copies, or additional terms were stated in the meeting minutes.
