Resident says he was barred from speaking at special magistrate hearing and raises concerns about city enforcement process

Jonathan Dungyen, a Boca Raton resident, used the council workshop public-comment period to sharply criticize the city’s handling of a local code enforcement matter and to describe a breakdown in communications with staff.

"I was not given the right to speak, as the complainant and a neighbor right next door," Dungyen said. He told the council that the special magistrate was asked not to execute an agreement after the fact and that, for almost a week, city staff have not responded to his emails seeking explanation. "I'm not allowed to speak to city staff anymore. Everything needs to be verbal," he told the council.

Dungyen pressed specific questions he said went unanswered: why a position on a code enforcement case changed in a way that affects his property; what the city's current position is on the code enforcement issue; and what course of action the city will take on the overdue enforcement issue. He said the email to the special magistrate identified the city manager as having requested the magistrate refrain from execution.
