Jonathan Unjian, who identified himself as the complainant and an adjacent property owner in a code enforcement matter, told the council he had not been given the opportunity to speak at a special magistrate hearing and said an email to the special magistrate indicated the city manager requested the magistrate refrain from executing an agreement. Unjian said he has been unable to communicate verbally with staff and that emails to Mr. Brown had gone unanswered for several days; he pressed the council for the city's current position and next steps and criticized perceived unequal treatment favoring large developers.
Unjian's comments raised a request for clarity; no immediate resolution or response to his specific allegations was recorded on the workshop record. The council moved on to its staff presentation after public comment.
