Appling County updates purchasing ordinance, approves job descriptions and board appointments

Appling County commissioners approved administrative and personnel actions at the March 4 regular meeting and the March 18 called meeting that change procurement authority and update job descriptions.

County Manager Reid Lovett outlined proposed revisions to the county purchasing ordinance intended to reflect contemporary costs: department heads may approve up to $3,500 for items within approved general budgets; the County Administrator may approve operational purchases within budget and new non-replacement equipment purchases up to $15,000 (with required bids/quotes). The board unanimously approved the ordinance revision.

On personnel matters the board accepted revised, compliance-updated job descriptions for Administration (Human Resources Specialist, Senior Accounting Technician, County Clerk) and for the Tax Assessor's office (Administrative Assistant; Real Property Appraiser; Personal Property Appraiser; Chief Appraiser). A minor wording change to the County Clerk description (changing to 'ability' to supervise) was recorded before approval.

The Board approved hiring Sandy Dominy as Assistant Supervisor for Elections and set, in a later executive-session action, a starting salary range of $16–$19 per hour to be set by the Board of Elections. Commissioners also nominated three candidates — Judy Aycock, Jimmy Twiggs and Perry White — to fill a vacancy on the Hospital Authority Board and reappointed Verlene Moody to the Tax Assessor Board; nominations were forwarded to the Hospital Authority as required.

All votes on these administrative items were unanimous. The minutes record standard motion/second language and do not list dissent or abstentions.
