Appling County approves guardrail bid, multiple job-description updates and personnel actions

At its Feb. 4 meeting the Appling County Board of Commissioners took a bundle of operational actions: awarding a guardrail contract, approving job-description revisions and making personnel decisions after executive session.
County Manager Reid Lovett noted the only bid for guardrail installation came from J. Hiers for $145,052; board members accepted the bid unanimously, with Lovett explaining the work is specialized and has limited local bidders. Administration presented revised job descriptions for the Registrar/Election Office (Election Supervisor, Election Supervisor Assistant, Administrative Assistant, Registrar/Election Clerk) and a revised Executive Assistant job description (a revision of the accounting technician role). The board approved the Registrar/Election Office descriptions, approved the Executive Assistant job description and authorized posting the vacant position.
During executive session the board discussed personnel matters and subsequently approved continuing Mike Deal’s and Yvonne Sellers’ employment on an as-needed basis. The board also authorized County Manager and County Attorney to draft a retroactive correction to the employee handbook regarding emergency/disaster pay and voted to ratify prior actions related to payment to a former employee, Al Meadows. All motions in the executive-session items were recorded as approved unanimously.
These actions advance routine procurement and human-resources work and place some personnel matters on an as-needed employment basis while the manager and attorney prepare handbook amendments.
