Appling County commissioners on Feb. 4 approved an intergovernmental agreement (IGA) to provide Appling Healthcare with up to $2.5 million in support, including a $1 million advance and quarterly payments structured to be recouped from the county’s annual transfers to the hospital.
County Attorney Tracy Brown reviewed terms of the proposed IGA. Under the approved plan, the county will recoup funds by deducting $250,000 annually from a $500,000 yearly allotment to the hospital over a 10-year period. Interim CFO Robin Crosby said the hospital reported a $52,000 profit in December and is trending positively but needs short-term liquidity "breathing room." Hospital Authority representative Lee Lewis described the relationship as a partnership and said a new marketing hire will promote programs such as the Georgia Hearts program.
Commissioner Randy Sellers asked whether the repayment schedule could be restructured if the hospital demonstrates sustained profitability; Appling Healthcare attorney Matt Wilmont offered alternative restructuring options for future consideration. The board approved the IGA unanimously with an added clause that allows restructuring of the repayment plan if the hospital records four profitable quarters.
The IGA’s approval authorizes the county to advance funds with an explicit repayment mechanism and a condition for renegotiation if financial performance improves. The board did not set specific dates for disbursement in the minutes beyond the advance and scheduled payment structure; County Manager Reid Lovett said staff would continue monitoring the hospital’s financial performance.
