Bluff council approves ordinance vacating portion of alley near Coral Sands RV Park

The Bluff Town Council on May 22, 2025 adopted Ordinance 2025-5-22 to vacate a portion of the public alley in Block 19 of the Cottonwood Addition Subdivision adjacent to Coral Sands RV Park. Mayor Ann K. Leppanen and three councilmembers voted in favor; Councilmember Jennifer Davila was excused.
Council members said state law permits a town to vacate an alley but noted that Bluff typically follows Resolution #59, which opposes vacating alleys. Council members said the other half of the alley had already been vacated and that no utilities exist in the strip under consideration, and the council agreed the specific vacation was legally permissible. Councilmember Luanne Hook moved to adopt the ordinance; Councilmember Linda Sosa seconded. The motion passed with Leppanen, Sosa, Hook and Britt Hornsby voting in favor.
Mayor Leppanen will send the signed original ordinance to the County Recorder and provide a copy to the petitioners who requested the vacation. The council did not record additional conditions or required utility relocations in the meeting minutes reviewed.
