Bluff council adopts amended FY2025 budget, sets FY2026 certified tax rate and approves FY2026 budget

Mayor Ann K. Leppanen and the Bluff Town Council voted unanimously June 10 to adopt an amended FY2025 budget, set the FY2026 certified tax rate and approve the FY2026 budget.
Hornsby moved to accept the FY2025 amended budget and resolution; Jennifer Davila seconded and the motion passed with Mayor Ann K. Leppanen, Councilmembers Linda Sosa, Luanne Hook, Britt Hornsby and Jennifer Davila voting in favor. Resolution #87 was signed by Mayor Leppanen and Linda Sosa.
The council then considered the FY2026 certified tax rate. Mayor Leppanen reported that, using the county’s tax-rate calculator, Bluff’s certified tax rate for 2026 is 0.000543, which produces total projected revenue of $33,186; the council did not increase the rate. Hornsby moved to adopt the FY2026 certified tax rate and its resolution; Davila seconded. The motion passed unanimously and Resolution #88 was signed; copies will be sent to Lyman Duncan at San Juan County and the state auditor, the council said.
Finally, Hornsby moved and Davila seconded adoption of the FY2026 budget. The council voted in favor and Resolution #89 was signed. Councilmembers thanked Town Manager Erin Nelson for presenting and updating the budgets over the previous months.
Why it matters: Adopting the certified tax rate and the annual budget sets Bluff’s legal spending and revenue authority for fiscal 2026 and completes the town’s obligations to county and state auditors. The council recorded all three formal votes as required and signed the corresponding resolutions.
What’s next: The adopted tax rate and resolutions will be transmitted to the county and state auditors; staff will implement the FY2026 spending plan under the town’s adopted budget.
