The motion, taken under authority of the County Code and the Act of August 9, 1955 (16 Purdon, Sections 503 and 509, as amended), passed with all commissioners voting in favor.
The board used the reorganizational meeting to fill or confirm a slate of county positions for 2026. Commissioners approved reappointments to the Bedford Fulton Joint Recreation Authority (BFJRA), reappointing Eric Weisbrod (term to Jan. 1, 2029), Paul Johnston (term to Jan. 6, 2030) and Greg Henry (term to Jan. 5, 2031) to stagger expirations. Commissioner Hervey P. Hann moved the BFJRA reappointments; the motion carried unanimously.
The board also approved a bundle of county reappointments for 2026, including Solicitor Jim Stein (DSS Law), Chief Clerk Stacey M. Shives, Tax Claim Bureau Director Amy Bishop, Chief Assessor Melissa Gordon, Sealer of Weights & Measures (Pennsylvania Department of Agriculture), Director of Veterans' Affairs Richard Newman, and the county engineers (Keller Engineers and CES Engineering). Commissioner Hann moved the reappointments; commissioners voted in favor.
Commissioner Steven L. Wible moved and commissioners approved reappointing Amy Bishop as Interim County Treasurer for 2026.
As part of reorganizing for the year, the board designated commissioner representation across a range of boards and committees, naming membership for the Permanent Salary Board; County Treasurer Retirement Board; Assessment Appeals Board; Board of Tax Revision and Assessment (Chair: Commissioner Bunch); County Records Improvement Committee; Fulton County Family Partnership Advisory (Commissioner Hann, alternate Commissioner Bunch) and Fulton County Family Partnership Board meetings (Commissioner Wible); the Criminal Justice Advisory Board/Intermediate Punishment Board; Southern Alleghenies Planning & Development Commission committees (various assignments); Emergency Management Agency Local Emergency Planning Committee (Commissioner Wible); Fulton County Industrial Development Association and Authority (Commissioner Wible; alternate Commissioner Hann); and several other regional and county advisory bodies.
The board noted that separate reorganizational minutes were taken at 9:00 a.m. for the Salary and Retirement Boards and are on file.
