Fulton County commissioners approve IT lease, equipment purchases and two-year hazmat agreement

Fulton County commissioners on Dec. 23 approved a bundle of vendor agreements, equipment purchases and a policy revision at a brief meeting in McConnellsburg.
Commissioner Randy H. Bunch and Commissioner Hervey P. Hann, with Chief Clerk Stacey M. Shives present, voted to approve routine minutes and payroll and then moved through several vendor items, including a five-year lease with Elect IT Solutions for office space at 101 Lincoln Way West and a related service agreement for IT staffing and support.
The commissioners approved a five-year lease for Elect IT Solutions at $250 per month with no scheduled increase, and they approved SOW # ETM12042025-001 for IT staffing and support services. The board also approved an invoice payment of $5,575.00 for a CCAP PComp contribution (Invoice No. INVO62458) and authorized a $784.22 purchase of a view station for the treasurer’s office from Amazon, as requested by Elect IT Solutions.
Brian Barton, EMA/911 director, told commissioners that the dispatch clocks at the emergency dispatch center are more than 20 years old and need replacement and that the county’s Pre Alert system is in place and information has been shared with local fire departments. "Pre Alert is in place and the information has been sent out to the fire departments," Barton said.
Following that update, the board approved a ComPros quote of $4,940.00 to supply and install two dispatch clocks, and they approved the 2026 Mission Critical Partners Regional Support Contract for professional services, which Barton described as fully grant funded. The meeting record shows the commissioners approved a two-year Hazmat Team agreement with McCutcheon Enterprises, Inc., with payments of $2,500 for fiscal year 2026 and $7,500 for fiscal year 2027.
The board also approved a revision to Section 213 ("Travel") of the county HR manual requiring employees who wish to use a personal vehicle for county business to submit an advance written request to the commissioners explaining the reason for the request.
All motions recorded in the minutes passed with those present voting "All in favor." The meeting was adjourned at 11:21 a.m.
The commissioners’ minutes list Commissioner Steven L. Wible as absent for the session; next procedural steps or follow-ups were not specified in the minutes.
