Bluff council reviews advisory committees and plans succession work session

At its June 24 work session at the Bluff Community Center, Mayor Ann K. Leppanen and the Bluff Town Council reviewed the composition, bylaws and meeting schedules of four advisory committees and agreed to schedule a dedicated succession‑planning work session later this year.
The council examined the Design Review Committee (DRC), Playground Committee (considered to be rebranded as a Parks and Recreation committee), the Roads Committee and the Active Transportation Committee (ATC). Project Manager Collins and Council member Britt Hornsby described the DRC as currently including two council members (Hornsby and Jennifer Davila), the Project Manager and the Town Manager; Hornsby said she prefers keeping the committee’s current membership while architects are engaged and noted all major decisions will still return to the council.
Council members discussed whether the Playground Committee should be formalized as a Parks and Recreation committee and recommended each committee review its membership numbers, bylaws and meeting cadence and return recommendations in October 2025. The Roads Committee was reported to have three members; councilors discussed advertising for two additional positions so new members can learn from departing volunteers, noting that Michael Havikin’s potential departure on January 1, 2026 would require a knowledge transfer. Thomas Hayden, an intern working on a Roads Manual, is scheduled to end his internship on July 11, 2025.
Members also discussed the Active Transportation Committee’s existing bylaws and an associated federal grant that will bring procurement and bidder outreach activity to the committee. Council member Luanne Hook asked that an item to extend ATC member terms be added to the next agenda.
Mayor Leppanen and the council agreed that Town Manager Erin Nelson would compile Succession Planning documentation and that the council should hold a two‑day work session (two half days) to review it; the group discussed holding that work session between September and November 2025, and Leppanen said she would confirm Nelson’s willingness to host and circulate proposed dates.
The meeting concluded with procedural business and the council’s adjournment at 5:30 p.m.
