Fulton County commissioners approve $218,719 CDBG signing delegation, accept senior center engineering quote and clear $234,914 in bills

McCONNELSBURG, Pa. — The Fulton County Board of Commissioners met Jan. 27, 2026 and approved a series of administrative, financial and contract actions, including a delegation of signing authority for a Community Development Block Grant (CDBG) contract worth $218,719 and acceptance of an engineering services quote for the Warfordsburg Senior Center.
Commissioners Randy H. Bunch (Chair), Steven L. Wible (Vice-Chair) and Hervey P. Hann voted unanimously on the motions recorded at the meeting. The board approved accounts payable dated Jan. 27, 2026 totaling $234,913.72, with the General Fund disbursement at $145,851.38 and other funds including 911 ($30,555.07) and Medical Assistance Transportation ($27,752.25).
The board approved a Delegation of Signing Authority for CDBG Entitlement Contract Number C000095314 in the amount of $218,719.00, authorizing HR Administrator Mary Huston and Commissioners Wible and Bunch to execute contract documents. Commissioner Hervey P. Hann moved the delegation and the board recorded the motion as passed.
In project work, the commissioners accepted a CES Engineering quote to provide professional engineering services for the Warfordsburg Senior Center Project. The scope listed by the county includes restroom renovations, installation of a new security camera system and a mill-and-overlay for the existing parking lot, driveway and accessible walking path. Commissioner Steven L. Wible moved to accept the quote; the motion passed.
Personnel and administrative items included approval to hire Amanda Sheffield as a Caseworker II in the Services for Children Department, pending required clearances and paperwork; a Salary Board meeting on the new hire was noted as having separate minutes on file. The board also approved a travel request for Quinn Wiest to attend a two-day training in State College, Pa., Feb. 4–6, 2026.
The meeting record shows several vendor and insurance actions: approval of an invoice from Elect IT Solutions for IT staffing and support for February 2026; approval of a Fulton County Tax Collectors Blanket Bond through Travelers Casualty and Surety Company of America in the amount of $3,313.00 (bond dates Jan. 1, 2026–Dec. 31, 2029); and renewal of Companion Life Insurance for Group Term Life at $0.019 per $1,000 benefit and Group AD&D at $0.03 per $1,000 benefit, effective April 1, 2026.
The board also approved and executed the Election Integrity Grant Program Post-Election Report for the 2025 municipal year, listing total expenditures of $84,443.55, and retroactively authorized Commissioner Bunch to execute an ERAP 2 County Expenditure Certification Form related to Emergency Rental Assistance Program expenditures.
A Retirement Board quarterly review with representatives from Raymond James was noted and separate minutes were filed. Commissioners announced that an executive session was previously held Jan. 23, 2026 for personnel matters. The meeting adjourned at 11:43 a.m.
