Fulton County commissioners approve hires, grant agreement and routine bills

At their Jan. 13 meeting, Fulton County commissioners hired an enforcement officer, approved a 2025–2030 Franklin/Fulton drug-and-alcohol grant agreement, certified county funds for 2026 and passed routine vendor invoices and pay-scale and benefits updates.
Fulton County commissioners met Jan. 13 in McConnellsburg and approved a series of routine administrative, personnel and financial measures including a hiring, a multi-county grant agreement and several vendor invoices.
Commissioner Randy H. Bunch called the meeting to order. Commissioners Steven L. Wible and Hervey P. Hann joined Bunch; Chief Clerk Stacey M. Shives was present. The board announced prior emergency and subsequent executive sessions for personnel and legal matters that were held as noted in the minutes.
Interim County Treasurer Amy Bishop presented the Treasurer’s Office report for the month ending Dec. 31, 2025. The board then approved accounts payable dated Jan. 13, 2026 totaling $135,622.38 across county funds.
On personnel, the board approved Domestic Relations Director Tina Gress’s request to hire Angie Horton for the union position of Enforcement Officer 1, effective Jan. 26, 2026; the Salary Board separately set Horton’s salary under the collective-bargaining agreement. The commissioners also approved the 2026 pay scale and revised the HR Manual’s health-insurance opt-out language to provide a pro-rated annual opt-out payment up to $1,020 ($85 per month), to be paid with final December payroll or upon resignation provided the employee leaves in good standing.
The board approved and executed the 2025–2030 Franklin/Fulton Grant Agreement (#4100101172) designating Franklin County as the single-county authority for the operation and administration of the Drug & Alcohol Program, as presented by Executive Development Director Julie Dovey.
Several administrative purchases and invoices were approved, including the CCAP PCoRP second-installment invoice of $45,442.00, an ASPIRE two-factor authentication renewal submitted by Elect IT, and the SAP&DC local county/transportation support invoice for $8,598.00. Commissioners also authorized notifying organizations to apply for hotel/motel tax funding once the county receives the fourth-quarter payment.
The board approved an Application for Burial Expenses for veteran Floyd G. McGinnis (U.S. Air Force, 1964–1968, Vietnam), with payment to be made to surviving spouse Janet McGinnis. The commissioners also approved a revision to the LERTA application to read “Inspection by Zoning Officer or Fulton County Planning.”
Finally, the board accepted Ronald Richards as the real estate agent for the county property at 119 N. 2nd Street in McConnellsburg, authorizing a 3% commission on the sale, and adjourned at 11:33 a.m.
