Bluff council approves chipping contract, signs mutual business-license MOU and advances P&Z anchor-location policy
Summary
At its May 20 meeting the Bluff Town Council approved Homedew Chipping services to keep mulch for the Cooperative Cultural Center, signed a memorandum to recognize municipal business licenses with neighboring jurisdictions, advanced Planning & Zoning anchor-location language in its Code of Conduct, and approved routine bills and other operational updates.
The Bluff Town Council used its May 20 meeting to advance several operational matters affecting public works, business regulation and public-safety notifications.
Chipping services: Collins presented two chipping options. The council approved Homedew Chipping’s $1,800 option that allows the town to keep chipped material for use at the Cooperative Cultural Center; the motion passed with Leppanen, Sosa, Davila, Hook and Hornsby voting in favor. Council agreed to revisit distribution of any remaining material.
Business-license MOU: Staff outlined a memorandum of understanding among San Juan County, Bluff, Monticello and Blanding to mutually recognize municipal business licenses, with exceptions for businesses physically located in a municipality and discretion to recognize temporary licenses. Current annual fees cited in the discussion: Bluff and Monticello $25, Blanding $50. The council voted to sign the MOU; Hornsby moved and Davila seconded; the motion passed unanimously among present members.
Planning & Zoning anchor location and enforcement: Council reviewed an enforcement spreadsheet and moved the Planning & Zoning Code of Conduct forward with anchor-location language — requiring at least one person be physically present at the Bluff Community Center during P&Z meetings unless otherwise resolved — to comply with legal guidance; Hook abstained on the Code of Conduct vote.
Weed mitigation and water updates: Council compiled a list of sites for San Juan County spraying (county crews were observed working on county-owned properties), including Calf Canyon Rd storm drains and several trailhead and road-side locations; Mayor Leppanen will forward the list and check whether the town will be charged. Bluff Water Works updates included hydrant marking, radios on most meters with two needing work, and training for use of specialized wrenches to close 'break away' hydrants in UDOT rights-of-way. The next Bluff Water Works meeting is set for June 11.
Closed fire season and bills: Leppanen reminded residents that Utah’s closed fire season runs June 1–Oct. 31; burn-permit rules and contact procedures were provided. The council approved bills for payment as presented.
The meeting concluded with a motion to enter an executive session to discuss pending or reasonably imminent litigation under Utah Code 52-4-205; the council voted to enter executive session and adjourn.
