Fulton County officials say mental‑health initiatives reduced local jailings, saved money

Representatives from the justice system and behavioral health reported to the Fulton County Board of Commissioners on Jan. 20 that recent initiatives — including a mental health court co‑responder and a recovery supports navigator — have increased deferrals to community‑based treatment and coincided with a noticeable reduction in the number of people incarcerated at the Bedford County Correctional Facility, producing measurable cost savings for the county.

The board was told these efforts are supported through blended funding from County Mental Health resources and grants from the Pennsylvania Commission on Crime and Delinquency. Commissioners were given an overview of the strengthened referral pathways and staffing additions that are intended to divert eligible people from custody into treatment and support services.

Officials said the next steps include mapping available resources to support training for court and behavioral‑health staff and exploring supported housing options for people leaving custody. The presentation also noted the importance of continued coordination between courts, behavioral‑health providers and county administration to preserve those diversion outcomes and cost savings.

A brief Safety Committee meeting and a Department Head meeting were held the same day; separate minutes for those sessions were recorded on file. No formal votes were taken on policy changes during this presentation.
