The Historic Preservation and Landmark Board of Review continued action on an application for a detached garage at 905 NE 21st Street after the applicant and staff said material specifications were incomplete and a zoning variance is required.
Applicant Harold Bourke presented a proposal to construct a one‑story 14' x 24' detached garage in the Lincoln Terrace East Historic District. Staff planner Casey Jones showed an aerial photo of an original garage that appears to have been removed between 2003 and 2007 and explained that the proposed new garage would sit approximately in the same location to use the existing driveway. Zoning rules require a five‑foot side setback; the proposed location is two feet from the lot line, so the applicant has filed for a variance with the Capitol-Medical Center Improvement & Zoning Commission and requested a recommendation from the board as part of the application.
Board members said the application lacked final material specifications. The applicant indicated an intention to use 4' x 8' composite wood "Smart Siding" (described in the record as a 50‑year siding) with no batten, and staff said final window, walk‑door and overhead‑door specifications had not been provided. Board members stated that the proposed composite siding is not acceptable and that traditional materials, including lap siding and specific window and door details, are required. The board directed staff to provide the applicant with a written summary of the required materials and conditions and to request submission of the supporting specifications on resubmittal.
Janis Powers moved to continue CA‑25‑26‑17 until the board's next meeting on March 5; Carla Splaingard seconded. The motion passed unanimously: Ms. McCalmont, yes; Ms. Powers, yes; Ms. Splaingard, yes; Ms. Barbour‑Cooper, yes; Ms. Stone, yes.
The application was tabled pending submission of the requested materials and the outcome of the variance application to the Capitol‑Medical Center Improvement & Zoning Commission. The board did not take a recommendation vote on the variance at the Feb. 5 meeting and asked staff to return materials when complete.
