Bluff Town Council adopts ordinance to vacate portion of alley adjacent to RV park

Bluff Town Council voted unanimously on May 22, 2025, to adopt an ordinance vacating a portion of the public alley in Block 19 and transferring that parcel to the owners of the adjacent RV park. Councilmember Linda Sosa moved to adopt the ordinance; the motion was seconded and passed by voice vote.
The council and staff described the transfer as completing a quitclaim-style conveyance for the half of the alley that had no utilities and no substantial public use. Town staff said the petitioners — the RV park owners, identified in parts of the record as Mike and Pam Yaras (the transcript also spells the last name as “Yaris” in one instance) — were provided with the draft ordinance and replied they had no concerns. The council cited Bluff Resolution No. 59 (adopted in 2022) as the town policy that generally discourages vacating alleys except in extenuating circumstances.
Staff identified the ordinance as 2025-5-22 during the meeting and said a deed and recorder filing are required to complete the conveyance. After the vote the council chair said she would sign the ordinance and town staff would take the original to the county recorder and supply copies to the petitioners.
The ordinance was approved by voice vote and the chair stated the vote was unanimous. The record shows three affirmative “aye” responses at the roll call for the motion; individual roll-call voting by name was not read into the record.
The council did not discuss any additional conditions or amendments to the transfer during the session. The ordinance will be recorded with the San Juan County recorder’s office (county name per local practice) and petitioners will receive recorded copies once the process is complete.
