County engineer recommends and commission approves 2024 highway materials bids

County Engineer Jason Baggett recommended a series of awards from the Franklin County Highway Department’s 2024 annual material bids, and the Franklin County Commission approved those recommendations at the Dec. 18 meeting.
Baggett told commissioners the county would award coarse aggregate (jobsite and plant) to Vulcan, Inc.; off‑site mixed cold mix to Advanced Asphalt Products; emulsified asphalt (CRS‑2/CRS‑2P) to Ergon Asphalt & Emulsions; galvanized corrugated metal pipe to Fallin Farms d/b/a Harvey Culvert; HDPE plastic pipe to ADCO Pipe & Supply, LLC; plant mix with RAP to Rogers Group and APAC‑Alabama; and polypropylene pipe bids to J & G Culverts, Inc. Tabulation sheets and recommendation letters for each bid were entered into the record and showed the county reserves the right to purchase from alternate suppliers based on lowest hauled price to a given jobsite.
Baggett emphasized the awards are for the term Jan. 1–Dec. 31, 2024, and that Franklin County may select alternate suppliers on a job‑by‑job basis to obtain the lowest total delivered cost. Commissioners approved each recommendation by unanimous vote among those present.
The awards cover materials commonly used in road maintenance and construction — crushed aggregates, cold mix, emulsified asphalt, and multiple classes of pipe — and set vendor availability for county projects in 2024. Finance and highway staff will process vendor contracts and purchase orders under the approved awards.
