Franklin County approves EMA and coroner budget amendments; seeks CLEM salary reimbursement

Coroner Charles Adcox’s budget amendment adjusted revenue and registration‑fee lines and moved funds into miscellaneous supplies to cover additional needs; the motion passed unanimously. EMA Director Mary Hallman‑Glass submitted a budget amendment recording a $3,145.30 insurance reimbursement and increasing the department’s vehicle repair line to cover work on an F‑250; commissioners approved the amendment.
Separately, commissioners approved a salary compensation entry related to Mary Hallman‑Glass’s Certified Local Emergency Manager (CLEM) status and authorized submission of a reimbursement claim to the Alabama Emergency Management Agency requesting $16,627.52 for FY2024. The meeting packet included the AEMA certification letter, the county’s reimbursement request from County Administrator Leah Mansell, and a supplemental claim form showing the calculation.
Chairman Barry Moore and Administrator Mansell said the paperwork would be forwarded to AEMA for processing; no additional county appropriation beyond the budget amendment entries was recorded at the meeting.
Documents in the record show the reimbursement request amount and the CLEM certification date; the commission’s vote on the package was unanimous among commissioners present.
