Franklin County seeks $150,000 ADEM ARPA grant to repair culverts, pledges $100,000 match

Franklin County Commissioners authorized submission of an Alabama Department of Environmental Management (ADEM) ARPA matching‑grant application to fund stormwater work on eight county road sites.
The resolution approved June 20 directs staff to apply for the maximum available ADEM matching grant of $150,000 to fund culvert replacements and repairs at locations including Hwy 91, Lake Bear Road, Hwy 123, Bell Road, Lick Creek Drive, South Fork Road and Hwy 16. The commission voted unanimously to allocate up to $100,000 of county funds to provide the local match required by the program.
The resolution cites Ala. Acts, Act No. 2023‑1 as the enabling legislation directing ARPA funds to statewide matching grants for eligible water and stormwater projects. The county’s action authorizes submission of the application and commits matching resources should the grant be awarded.
County officials said the work would be done by contract or by force account and that project scope and invoicing will follow ADEM's interagency requirements. The contract term in the ADEM materials runs through Sept. 30, 2026, and the county must comply with procurement and reporting provisions spelled out in the ADEM scope of services.
Chairman Barry Moore and Commissioner David Hester both voted to approve the application; staff will prepare the grant documents and scope‑of‑work items required by ADEM for submission.
