Franklin County agrees to state-run GIS service to improve precinct assignments

The Franklin County Commission voted April 17 to participate in the Alabama Secretary of State's Geographic Information System (GIS) program, funded through HAVA, to help assign voters accurately to precincts and legislative districts.
The SOS letter included in the minutes says implementation will be contracted by the SOS with a GIS vendor and that the SOS will pay for implementation and maintenance for 2024 and 2025 (for counties added in 2025, only one year of state-paid maintenance). The letter warns counties that vendor onboarding may be limited by capacity and that implementation is first-come, first-served. The commission's signed acceptance was recorded in the meeting minutes.
Commissioners noted the service will help ensure voters are correctly assigned to precincts and that county staff will be the local point of contact.
