Franklin County approves $71,500 contract to renovate courthouse elevator

The Franklin County Commission unanimously authorized Chairman Barry Moore on April 17 to sign a contract with Mowrey Elevator Company of Florida to renovate the county courthouse elevator.

Commissioner Chris Wallace moved to approve the contract, which Jason Miller seconded. The agreement sets a not-to-exceed price of $71,500 and specifies a June 28'July 15, 2023 work window. The scope in the contract includes a new control system, a hydraulic control replacement in the machine room, updated wiring, door equipment upgrades, pit and hoistway repairs, new fixtures and emergency features, and delivery of two printed copies and one PDF of as-built drawings and control schematics.

The contract text references compliance with Alabama Public Works Law and requires the contractor to meet bonding, insurance, and performance requirements. It also allows the county to fund all or part of the project with American Rescue Plan Act (ARPA) funds; the vendor certifies it is not debarred from receiving federal funds.

The commission recorded that maintenance supervisor Bill Cheatham or his designee would oversee satisfactory completion. The contract requires a 2-hour fire-rated enclosure where specified, a regulated control room environment, smoke and heat detections where required, and other wiring and safety upgrades.

The commission did not debate alternative bids in the meeting minutes; the contract as entered into the record describes bid solicitation and award based on an earlier sealed-bid process. The meeting adjourned after routine business.
