Franklin County approves multiple personnel moves, declares surplus vehicles and opens recruitment

At the Oct. 16 meeting the Franklin County Commission approved a package of personnel moves and surplus- property actions.
Personnel actions approved: the Commission unanimously approved County Administrator Leah Mansell's recommendation to transfer Jessica Thompson from Accounts Receivable Specialist in Solid Waste to Accountant/Payable Clerk in the Commission office, effective Nov. 20, 2023. The Commission also approved the transfer of Jason DeVaney from Solid Waste to the Highway Department as a Roadway Maintenance Technician III effective Oct. 16, 2023, following a recommendation from County Engineer Jason Baggett, and approved making Jeff Dill a permanent Heavy Equipment Operator in Solid Waste effective Oct. 16, 2023. Those motions were recorded as unanimous.
Sheriff and jail staffing: The Commission accepted the resignation of Corrections Officer/Dispatcher Rikki Tharp effective Sept. 13, 2023, approved advertising for the permanent Corrections Officer/Dispatcher position and later approved hiring Tharp on a temporary basis effective Oct. 4, 2023 while recruitment continues. Those motions were recorded in the minutes with standard unanimous votes.
Surplus property and recruitment: Coroner Charles Adcox asked the Commission to declare a 1995 Ford Econoline van surplus and solicit bids; the Commission approved declaring that van surplus and taking bids. Solid Waste Manager Robert Ward requested declaring a 2006 Ford F-150 and a 2008 Ford F-250 surplus; the Commission approved declaring both trucks surplus and to take sealed bids. Solid Waste also noted it would advertise for the Accounts Receivable Specialist position once Thompson's transfer was finalized.
What the minutes show: all listed personnel and surplus-property actions were approved by unanimous motions with recorded movers and seconders. Several administrative letters and vendor/position recommendation letters are included in the packet and appended to the minutes.
