Highway department plans staffing change as a veteran retires and foreman promoted

Franklin County commissioners approved several personnel moves affecting the County Highway Department at their Nov. 20 meeting, accepting two temporary resignations, approving a long-time employee's retirement and promoting an internal candidate to foreman.
County Engineer Jason Baggett notified the commission of the resignation of temporary employees Butch Harkness and John Payne effective Nov. 10, 2023. The commission also approved the retirement of highway employee David Gaston effective Dec. 1 after 27 years of service.
To fill supervisory needs, the commission promoted Bruce Wilson to the vacant Roadway Foreman position effective Dec. 1 at Step 3 pay ($20.56/hour), and authorized advertising for a Roadway Maintenance Technician I to backfill Wilson's prior position.
The motions were unanimous. The packet included brief letters from the county engineer recommending the promotion and noting resignations and retirement.
