The Franklin County Commission on Nov. 20 passed a resolution supporting a revenue-sharing arrangement for the state's Simplified Sellers Use Tax (SSUT). The measure directs that SSUT receipts be distributed among Franklin County government, Franklin County Schools and Russellville City Schools based on the fiscal-year percentage distribution of countywide school taxes as provided by the Alabama State Department of Education.
The resolution notes statewide changes in retail behavior and the purpose of SSUT to simplify collection on online sales while providing a distribution mechanism to local governments and school systems. It states the allocation began with funds collected for October 2020 and is intended to help offset revenue declines from brick-and-mortar sales shifting online.
The commission recorded the vote as unanimous among members present. The resolution becomes effective after companion resolutions are passed by Franklin County Schools and Russellville City Schools, per the text in the packet.
