Cheatham County authorizes mayoral signatures on juvenile-detention contract, jail change orders, parking agreements and lease extensions

Cheatham County commissioners approved a package of contract- and lease-related items on Jan. 22, 2024, authorizing the county mayor to sign multiple documents tied to the jail expansion, off-site parking during construction and tenancy of county-leased retail space.
The commission voted 9 Yes, 1 No, 2 Absent to approve the mayor's signature on a list of items presented by County Mayor Kerry McCarver. The package included: (A) authorization for the mayor to sign a Rutherford County Juvenile Detention Center contract; (B) an MBI amendment to the county's current jail contract; (C) a parking agreement with Ashland City Church of Christ; (D) a parking/improvement agreement with Ashland City United Methodist Church; (E) a two-year extension to the State Farm lease (fifth amendment); and (F) a three-year extension to the H&R Block lease.
The Rutherford County Juvenile Detention Center contract included a stated new daily bed rate of $200 per youth effective July 1, 2024. MBI submitted a written additional services agreement for $22,500 covering additional survey, site redesign and added coordination tied to the jail project; a related Civil & Environmental Consultants (CEC) authorization documents an additional $15,000 for a limited topographic survey and site redesign work. The minutes reflect the additional services materials in the packet and the county's approval of the signature authority.
The parking agreement with Ashland City Church of Christ allows public parking in the church's rear lot for courthouse visitors during business hours; the county will pay $400 per calendar month (prorated for partial months). The United Methodist Church agreement provides that the county's contractor will make specified improvements to the church property so it can be used for construction-period parking; the improvements constitute the county's consideration under that contract.
Lease amendments for tenant spaces in the Sycamore Square shopping center were also authorized. The State Farm fifth amendment extends the tenant's term through June 30, 2026, and sets scheduled rent amounts for the extension period. The H&R Block amendment extends that tenant's lease for three years, through April 30, 2027, and specifies monthly rent steps for each year of the extension. The minutes show one commissioner opposed (Tim Williamson) but do not record the reason for the negative vote.
The approvals give the county mayor authority to execute the documents; the minutes and attached contracts in the packet provide the specific terms and fee schedules that will take effect once signed.
