Zac Root, presenting the proposal, said the budget remains largely consistent with the prior year. Key changes include moving capital savings into operating expenses to ensure sufficient non-impact-fee funds are available to begin the 200 East waterline project. The draft also includes funding to purchase approximately 895 cellular-enabled water meters; the meter replacement program is planned as a five-year rollout covering about 2,800 meters citywide. The cellular meters will allow residents to monitor usage through a mobile app and receive leak alerts.
Council members did not take final action on the budget at the meeting; the item was presented as the department’s draft proposal for FY2027 reporting and future budget adoption steps.
