Cheatham County authorizes voting equipment contract, interlocal waste pact and juvenile detention services

Cheatham County commissioners on July 15 authorized three separate agreements spanning elections equipment, solid-waste disposal and juvenile detention services.
County Mayor Kerry McCarver presented the items and the legislative body voted 11–0 (one absent) to: approve the mayor’s signature on a purchase agreement with Henry M. Adkins & Son, Inc. for Unisyn/OpenElect voting equipment and services; enter an Interlocal Agreement with Bi-County Solid Waste Management to dispose county solid waste at Bi-County's sanitary landfill; and approve a contract for Madison County juvenile detention services.
The Adkins proposal attached to the meeting packet describes the purchase of 18 FreedomVote precinct scanners and associated supplies and services with a total solution purchase price listed at $91,404 after a $10,800 customer discount and freight. The contract package includes a Software License Agreement and optional maintenance and extended warranty provisions. The Adkins/Unisyn materials were provided in the packet and commissioners authorized the mayor to sign the agreement.
The Interlocal Agreement with Bi-County establishes a per-ton disposal fee schedule beginning July 1, 2024 at $25.25 per ton, with scheduled increases in subsequent years; the agreement sets invoicing and minimum monthly delivery commitments and requires both parties to maintain required federal, state and local permits. The agreement was attached to the packet and approved by roll call vote.
Commissioners also approved a secure-detention contract with Madison County for juvenile placements at a listed daily rate of $185. The contract specifies placement procedures, transport responsibilities, medical emergency protocols and Prison Rape Elimination Act (PREA) compliance language.
All three measures were approved on the mayor’s request and require administrative follow-up: the elections office and IT staff will coordinate equipment delivery and acceptance testing; county staff will coordinate solid-waste transfers and meet Bi-County invoicing requirements; and Sheriffs/Probation staff will use the Madison County detention terms when transporting juveniles for secure placement.
County administrators said procurement steps such as acceptance testing and installation schedules will be coordinated through the elections office and county IT. A copy of each executed contract will be available at the County Clerk’s office.
