Cheatham County approves budget amendments and $1.8M note for middle-school roofs

Cheatham County commissioners on Feb. 26 approved a slate of budget amendments affecting the general fund, solid waste, highway/public works and several school funds, and authorized an interfund capital outlay note of up to $1.8 million to pay for Cheatham Middle School roof repairs.
Budget Committee motions approved line-item transfers and appropriations using a mix of fund balance, grant funds and note proceeds. Among the measures were transfers into the Central Cafeteria Fund ($25,000 for equipment; $137,640.15 from a Supply Chain Assistance Grant for food), an Extended School Program grant adjustment ($65,000), multiple transfers into school capital project lines and operating increases using Tennessee Investment in Student Achievement funding and other grants for teacher payroll and special-education costs. All budget items passed by roll-call votes, typically 10–0.
The county also authorized an interfund capital outlay note for school roofs — designated “School Roofs – Cheatham Middle School Interfund Capital Outlay Notes, Series 2024” — in a resolution that details debt service, Comptroller approval, amortization limits and reporting requirements. The note authorization caps principal at $1.8 million and requires Comptroller approval for issuance and the county to prepare annual budgets showing sufficient debt service appropriations; commissioners approved the resolution 10–0.
Director of Accounts Sandrine Batts presented the recommended amendments and indicated funding sources where specified in the resolutions. In one Solid Waste/Sanitation Fund amendment (transfer stations), Solid Waste director Mike Russell confirmed the transfer would pay for a repair after a competitive bid and that the county selected a vendor that could complete the work on an appropriate timetable.
The commission’s packet records each vote as a formal resolution. County staff will file documentation required by state law and the Comptroller’s office for the capital note and will report to the commission as projects proceed.
