Commissioners deny one rezoning, approve two and rewrite portable-building and kennel rules

Cheatham County commissioners denied a request to rezone a parcel on Charlie Reed Road but approved two other rezoning requests and adopted revisions to county rules governing portable buildings and animal shelters during their Feb. 26 meeting in Ashland City.
The body voted 9–1 to deny James Binkley’s request to change a property on Charlie Reed Road from Agriculture to R1 zoning after several nearby residents spoke in opposition. Commissioner Walter Weakley moved to deny the rezoning and Bill Powers seconded; the roll-call vote recorded nine Yes votes and one No (Chris Gilmore).
By contrast the commission voted unanimously to approve two other Agriculture-to-R1 requests: one for Betsy White’s property at 100 Vernon Drive (Map 38, Parcel 16.02) and another for a 5.01-acre portion of Jimmy Ellis’s parcel at 625 Gossett Road (Map 14, Parcel 28.01). Both motions passed by roll-call vote 10–0.
The meeting also included a pair of ordinance amendments. Commissioners approved language replacing Section 4.110 of the Zoning Resolution clarifying that, in residential zones, portable buildings may be used only for storage incidental to the principal residence and must meet setback and coverage requirements; it also allows one metal intermodal or shipping container (not exceeding 40 feet) so long as it is removed from its transport trailer and otherwise complies. That amendment passed on a 10–0 roll-call vote.
Commissioners next debated and approved revised standards for animal shelters and kennels in Section 5.170, establishing a 250-foot minimum separation between structures where animals are housed and adjacent residential zone lines. The body initially adopted a version of the change by roll-call but then rescinded that vote and immediately approved an omnibus revision addressing animal shelters, boarding kennels and breeding kennels together. Diana Lovell and B.J. Hudspeth led the motions; the final approval was 10–0.
Public comment shaped the decision on the Charlie Reed Road parcel: supporters (including Alish Duncan and Jennifer Binkley) said the change was needed for property use, while neighbors (including Tim Batts, Sandra Gregory and Diane Proffitt) said they opposed the rezoning. Chairman Tim Williamson closed the public hearing before the roll-call votes.
The county clerk will record the ordinances and the zoning map will be updated to reflect the approved changes. The commission’s actions included several numbered resolutions documenting the votes and will be available in the county minutes.
The commission will revisit related enforcement and implementation details at future meetings as planning staff and the building department carry out the adopted code changes.
