Cheatham County’s Legislative Body on Dec. 15 adopted a change to the county zoning code that raises the minimum lot size in the Agricultural district to five acres for parcels served by public water, denied a high‑profile commercial rezoning and approved two small residential rezonings.
The commission unanimously approved the Agricultural district change after several residents urged larger minimums during the public hearing. The amendment — presented by Commissioner Bill Powers and seconded by Commissioner David Anderson — passed by roll-call vote 12–0. Several attendees urged a larger minimum than five acres; one commenter recommended 10 acres to better preserve rural character.
The meeting included contested decisions on proposed rezonings. A request by John Cannon to change a parcel from R1 to C3 (Map 86, Parcel 93) drew opposition from nearby residents; the commission voted it down by roll call (3 yes, 9 no). Multiple speakers said the change would favor developers and alter neighborhood character. "I would like to see maintenance of our rural area," one resident said during public comment.
Commissioners denied a separate request from Gary Chance to rezone property at 1099 Knight Rd. after a brief recess to review the applicant's emailed materials. Following discussion, Commissioner Randy Noe, who said he felt bound to follow constituents’ wishes, moved to deny the request; the motion carried 11–1. After that vote, the commission asked the Planning and Zoning Board to review C5 lot-size rules and consider increasing the minimum for C5 parcels to nine‑tenths of an acre; county staff noted current C5 minimums are 20,000 square feet.
Two small residential rezonings were approved without opposition: Charles Mark Winters’ request to change a 1.58‑acre portion of Map 3, Parcel 81 from Agriculture to R1 and Raymond Jennette’s request for a 1.0‑acre portion of Map 17, Parcel 73 from Agriculture to R1 were both adopted by unanimous roll-call votes.
What’s next: The Planning and Zoning Board will take up the C5 lot‑size review at a Jan. 8, 2026 meeting; the county’s adopted Agricultural minimum takes effect upon adoption as recorded in Resolution 5.
