County Mayor Kerry McCarver presented the item; Commissioner Bill Powers moved and Commissioner Walter Weakley seconded the motion, which passed by roll‑call vote 12–0 and is recorded as Resolution 16. The minutes indicate the motion authorizes county staff to proceed with pending contract approval after legal review rather than awarding the contract immediately at the meeting.
At the same meeting the commission confirmed the mayor’s appointments to the county Ethics Committee — Tim Williamson, Chris Gilmore, Brenda Montgomery, Eugene Evans and Abby Short — by roll‑call vote (Resolution 17). Those confirmations were unanimous, 12–0.
