Cheatham County panel approves zoning changes, budget amendments and school financing notes

Cheatham County's Legislative Body met in Ashland City on March 18, 2024, and approved a slate of zoning, budget and capital financing measures affecting county operations and the school system.
The body unanimously approved three rezoning requests: Amanda Bell's parcels on Primm Road (E1 to R1), Charlotte Barnes' parcel at 5360 Pond Creek Road (E1 to R1) and Jeffrey W. Castelberry's property on Oaks Road (Agriculture/R1 to E1). Each change passed on a roll-call vote of 11–0 with one commissioner absent.
Budget Committee recommendations cleared several funds. Director of Accounts Sandrine Batts presented amendments that moved federal grant reimbursements into Sheriffs and Special Patrols/Jail lines (Special Patrols/Jail $59,032; Sheriff's Dept $12,950). The commission also approved a $145,000 transfer in the Solid Waste/Sanitation fund (funded by tipping fees) and a $325,500 transfer from highway fund balance to cover road maintenance, propane and the purchase of two dump trucks.
On school financing, commissioners approved an interfund capital outlay note not to exceed $540,000 to purchase laptops for the school system and separately approved up to $250,000 for PTAC/HVAC replacements. Both measures followed School Board and Budget Committee votes and were approved by final roll-call votes recorded as 11–0 (one absent). A proposed $200,000 interfund note for school paving and restriping was denied after committee review; County Mayor Kerry McCarver told commissioners the Education Debt Service fund lacked sufficient balance to cover paving and projected roof work.
The board also authorized surplus and disposal of three sheriff vehicles that were totaled and the receipt of insurance recoveries to the Other Capital Projects—Vehicles fund. Vehicle details and VINs were recorded in the meeting materials and the surplus motion passed by roll call.
Additional actions included appointment of members to the Opioid Disbursement Committee, approval of the mayor's signature on an agreement with the Tennessee Department of Health and authorization for the mayor to sign a Verizon contract. The commission rescinded a 1999 naming resolution and approved renaming a portion of Old Clarksville Pike to honor four sons of Harrison and Della Perry who served in World War II. Routine reports were received from county officials, and the meeting adjourned at 6:55 p.m.
