Cheatham County approves notes to fund school HVAC upgrade and paving

Cheatham County commissioners voted Oct. 21 to authorize two interfund capital outlay note requests to fund school facility projects.
The larger authorization allows an interfund capital outlay note not to exceed $2,867,462 to finance replacement of the HVAC system at Cheatham County Central High School. The resolution specifies the notes would be issued as interfund loans from Education Debt Service to Education Capital Projects, require Comptroller of the Treasury approval before sale, and be amortized consistent with statutory limits. The resolution passed by roll call vote (9–0, 2 absent).
Commissioners also approved a second interfund capital outlay note request not to exceed $250,000 to fund school paving and restriping. That resolution likewise requires Comptroller approval and a budget amendment moving note proceeds into Education Capital Projects. The motion passed by roll call vote (9–0, 2 absent).
Both resolutions include statutory findings and explicit language about note form and transfer of proceeds and require the county to submit annual budgets that reflect debt service while notes are outstanding. County officials said the proposals reflect major planned capital work the school system requested in its Oct. 3 Board of Education vote.
Next steps: the county must secure written approval from the Comptroller’s office before issuing either note and then complete required budget ordinances and debt‑service schedules.
