Vice Chair Rob Archer moved to postpone; the motion was seconded by Councilmember Arthur and later carried with yes votes from Archer, Arthur, Blau, Holly, Sweeney and Shockley and no votes from Johnson, Layman, Rumbaugh and Walling.
