Jasper County supervisors approve vehicle, equipment and contract purchases, set tax-levy and budget hearings, hold closed sessions

At its March 10 meeting, the Jasper County Board of Supervisors unanimously approved purchase bids for a used Peterbilt semi-truck and a Grasshopper mower, approved a supplemental agreement for a road project, authorized a de‑escalation training contract, set public hearings on a budget amendment and the FY2026–27 property tax levy, and held two closed sessions that produced direction to staff.
Thad Nearmyer, chairman of the Jasper County Board of Supervisors, presided over the regular March 10 meeting where supervisors voted unanimously on a series of purchases, agreements and procedural items.
The board approved a $47,050 bid from Diamond Trail Sales, Inc. to purchase a used Peterbilt semi-truck for the Jasper County Highway Department after Engineer Mike Frietsch presented five bids ranging from $31,900 to $47,050. Supervisor Cupples moved to accept the Diamond Trail Sales bid; Supervisor Talsma seconded, and the motion passed with votes recorded in favor by Nearmyer, Cupples and Talsma.
The board also approved Supplemental Agreement #3 with Snyder and Associates, Inc. for $15,110 for the West 129th Street South and South 96th Avenue West surface improvement project (FLAP-C050(133)—6L-50). Supervisor Cupples moved the approval; Supervisor Talsma seconded and the motion passed unanimously.
Maintenance Director Adam Sparks presented four bids for Grasshopper mowers. The board accepted a $26,180 bid from Kellogg Lawn & Snow to purchase a new 932 gas Grasshopper mower. Supervisor Cupples moved the award and Supervisor Talsma seconded; votes in favor were recorded for Nearmyer, Cupples and Talsma.
Supervisors approved a De‑Escalation Training Agreement between Patti Treibel Leeds, MS, and Jasper County by motion of Supervisor Talsma and second by Supervisor Cupples; the motion passed unanimously.
The board set two public hearings: a March 24, 2026, 9:30 a.m. hearing on the FY2025–2026 budget amendment and a March 24, 2026, 6:00 p.m. hearing on the proposed FY2026–2027 property tax levy. Both hearing dates and times were set by unanimous motion.
Several routine items were also approved, including claims paid through March 10, 2026, and the Board of Supervisors minutes for March 3, 2026. The board recorded that there were no board appointments at this meeting.
The board entered two closed sessions. At the request of Dennis Simon and Mike Galloway, the board voted to meet in closed session under Iowa Code §20.17(3) to conduct negotiating sessions/strategy meetings related to labor negotiations; the board later voted to exit that session. The board then voted to enter a separate closed session at the request of Engineer Mike Frietsch under Iowa Code §21.5(c) to discuss litigation strategy. After returning from the litigation session, the board directed Mike Frietsch and Nick Pietrack to take the direction discussed in closed session, by unanimous vote.
