Banfield Village Council amended ordinance 03-2026, a fiscal year 2026 budget adjustment, to remove a $10,000 expenditure from the administrative contractual services line.
A council member moved to amend the ordinance to delete the $10,000 line item from account A1-7-K-230; the motion was seconded and approved by roll-call. The roll call recorded affirmative votes from Demorest; Keith Bufall; Leithauser; Mikkelsen; Vice Mayor Johnson; and Mayor Hartfield. The amendment passed on that vote.
Council members had questioned the size of a study line in the ordinance and whether procurement for related pathway work would be handled by the Ohio Department of Transportation. During the exchange a council member said ODOT would lead procurement for that pathway component and that the village was "along for the ride," while another member characterized the pathway work as a separate item from the study.
The ordinance will return to a future docket for any further action on the remaining budget adjustments, and council members indicated they would continue to review project details during an upcoming off-site session.
The council chair managed the hearing and procedural steps; no public comments were made on this ordinance during the hearing.
