Committee hears update on YPA negotiations; tentative agreement would extend pattern through 2027

City attorneys and finance staff briefed the committee on Feb. 18 about a tentative agreement reached after long-running negotiations with the YPA.
Attorney Joe Fritz and other staff said negotiations began more than a year and a half ago, moved through fact-finding last September and paused while awaiting conciliation. "We started negotiations well over a year and a half ago... fact finding was done in September... the parties all sat down together and were able to complement everyone, worked out and get something that was a good compromise," Fritz said, summarizing the process.
Kyle Mizex told the committee the contract will establish a new pattern because it runs through 2027; staff noted finance was involved throughout the talks. Council members asked whether raises or year-to-year terms were included; staff said the agreement contains changes phased over the contract years and that the union included is the first to go through 2027 under the current schedule.
The committee advanced the related ordinance to the full council; staff said conciliation had been scheduled for March or April but that the parties had reached a tentative settlement that will be presented to the council.
