Cloud County commissioners approve multiple hires, audit contract and budget reviews

At their Nov. 10 meeting the Cloud County Board approved several personnel hires and a contract for audit services, reviewed budget reports showing an $11.48 million cash balance and authorized routine expenses and payroll; most votes were unanimous.
The Cloud County Board of Commissioners on Nov. 10 approved a string of personnel actions, accepted a contract for audit services and reviewed its October budget and fund status, the board said.
Chairman Michael Cleveland and Commissioners Dannie Kearn and Ron Copple, with County Clerk Shella Thoman present, moved through routine business that included hiring and classification changes. On motions by Commissioner Ron Copple, seconded by Commissioner Dannie Kearn and approved unanimously, the board hired Jonathan Jackson as a mechanic (H1) for the Highway Department effective Nov. 10, 2025; Christian Lavoie as Transfer Station Clerk/Scale Operator (D1) effective Nov. 17, 2025; Felicia Clintsman as a corrections officer (E1) effective Nov. 17, 2025; and Brittany Roush as a corrections officer (H1) effective Nov. 17, 2025. The board also approved a classification change for Dustin Lindley to Deputy I (J1) effective Oct. 20, 2025.
The board approved a Contract for Audit Services with Lindburg Vogel Pierce Faris, Chartered for the year ending Dec. 31, 2025. The agreement was approved unanimously.
County staff presented operational updates during the meeting. Rod Michaud, Highway/Weed Administrator, said he intends to advertise leasing the west pit, is coordinating with Fastenal on safety jackets for the Highway Department and discussed placing a sign on Trail Road; Michaud also noted a possible transfer of responsibility for Mitchell Road (Highway 24 to Simpson) to Mitchell County if the State pays Mitchell County to assume ownership. Mike Hake, Solid Waste/Recycling Director, reported that the recycling trailer was struck while stopped at a stop sign and that he will attempt repairs; the board reviewed a recycling fees refund application and directed that it be made available at the Treasurer and Clerk’s offices and posted on the transfer stations page online. Casey Fraser of Foley Tractor thanked the board for a recent skid steer purchase.
Health department and home-health issues were raised: Tonya Sulanka, Health Department Administrator, said the WIC coordinator has given notice and that Sulanka is talking with Republic County about taking on parent-agency duties; she reported the department issued 102 fewer flu vaccines this year, a revenue difference of $1,121.30, and noted a Kansas Department of Emergency Management virtual training Nov. 18–19. Kendra Annon, Home Health Director, said upcoming changes make an additional RN necessary; the board asked staff to produce a report separating 2025 expenses and income for Home Health and Public Health.
The board reviewed Budget Status and Fund Status reports as of Oct. 31, 2025, noting an ending cash balance of $11,478,090.05. It approved expenses of $5,000 from the Special Law Enforcement Trust Fund and payroll expenses totaling $188,813.70, as well as payroll deductions and benefits totaling $78,329.43; detailed expense and payroll breakdowns are available at the County Clerk’s office and the Clerk’s public records webpage.
The meeting concluded with routine items: Commissioner Copple reported attending the Glasco City Council meeting on Nov. 4; the board approved the Nov. 3, 2025 minutes and adjourned at 11:54 a.m., scheduling the next regular session for Nov. 17, 2025.
