Youngstown City Council approves consent ordinances, ratifies county solid-waste plan and authorizes meal payment

The meeting was called to order and the clerk conducted roll call; Councilmembers Hughes, Kelly, Oliver, Ray, Turner and White were recorded present. On a motion to suspend the rules and place ordinance items 1 through 14 before council for passage under the consent agenda, the council voted 6–0 in favor (Hughes, Kelly, Oliver, Ray, Turner and White voting yes). The president declared ordinances 1 through 14 passed by a 6–0 vote.
Councilmember Ray read a resolution titled to ratify the Mahoning County solid waste management plan update (Resolution 26-03). The council moved to suspend the rules and place the resolution before the body; the resolution passed by a 6–0 vote.
Under second reading, council considered ordinances numbered 26-36 through 26-52. Among those was an ordinance authorizing the Board of Control of the City of Youngstown to approve payment to No Cut Meals LLC not to exceed $50,000 and an ordinance authorizing the board to enter into a contract with UnitedHealthcare for administration of the city’s self-insured health care plan. A motion to suspend the rules and place items 26-36 through 26-52 before council for passage was approved and the listed ordinances were passed 6–0.
During remarks, a resident thanked council for publishing a police agreement document and said the document "seemed like a very good, concise document" and indicated both parties had worked well together. (Speaker identified in the record as a resident.)
