Council suspends rules, advances multiple ordinances and approves $80,100 payment

During its March 4 meeting the Youngstown City Council suspended rules to move several ordinance items forward, recorded multiple roll-call votes in favor of immediate passage, and approved a payment from the city's board of control.

Councilman Ray moved to suspend the rules and place ordinances 1–6, 8 and 9 before council for passage; the motion was seconded and the clerk recorded six yays and zero nays for the suspension and for passage on the roll calls.

Ordinance number 7 (an amendment to the master salary ordinance 25-1-35 to abolish one lieutenant position in the fire department, changing authorized positions from 28 to 27) was moved to second reading. Separately, ordinance 25-4-11 (a zone classification change for property at 579 East Philadelphia Avenue) was presented, Councilwoman White stated she had met with the owner and residents and reported no opposition, and the council voted to suspend the rules and pass that ordinance with six yays recorded.
