Council members used the extra meeting time on Feb. 4 to begin laying the groundwork for filling a vacant Ward 6 seat.
Councilman Ray proposed convening a committee-of-the-whole to develop a process for appointing a replacement, noting that statutory timing matters: Feb. 15 starts the 30-day window after expiration of a prior 45-day period. "We have 30 days after the expiration of the 45 days," Ray said, and the body agreed to start planning before the clock begins.
Councilwoman Turner pressed for legal clarity and asked whether the law director had consulted an election-law specialist; Turner said she wanted the law department to provide a full briefing to reduce litigation risk. The law director, Adam, said an election-law specialist had not yet been consulted and offered to provide a formal opinion 48 hours before the scheduled committee meeting.
Members discussed the role of the precinct party and the board of elections: the party sets its own quorum rules for nominating a replacement, and if the party fails to act the council may adopt a process by majority vote. Councilmembers also sought clarity about tie-breaking: the law director and president confirmed that under Youngstown’s charter the council president does not exercise a tie-breaking vote.
The council agreed to schedule a committee-of-the-whole meeting for next Wednesday at 2 p.m. to set the process for replacing the Ward 6 member and to work through contingencies for meeting scheduling and staffing of the council office.
