The Cloud County Board of Commissioners voted unanimously Oct. 6 to proclaim October 2025 as Domestic Violence Awareness Month following a presentation by Julie Willoughby of DVACK (Domestic Violence Association of Central Kansas).
Willoughby told the board that "in Kansas during 2023 a domestic violence abuser committed a violent act (reported to law enforcement) every 23 minutes and murdered a person every 11 days, 9 hours, 45 minutes and 43 seconds," and said DVACK served 862 victims across its 10 counties, while noting that unreported incidents mean that number undercounts total victims. The proclamation encourages residents to learn about resources, recognize control tactics, support victims and donate time or resources to local domestic violence services.
Chairman Michael Cleveland and Commissioners Ron Copple and Dannie Kearn voted to adopt the proclamation after Copple moved to approve it and Kearn seconded. The board did not set follow-up policy at the meeting; the proclamation is an official recognition and public-awareness action.
