Cloud County presents $1.3 million Bridge 542 funding document, weighs road access and maintenance steps

Michaud also presented documentation indicating approved funding for Bridge 542 (Wagon & 110th) under the Kansas Department of Transportation Off System Bridge Program. Michaud said the program lists a maximum funding amount of $1,300,000 for the project.
The board moved into a 10-minute executive session for attorney-client privilege to discuss road matters, a session that included Jay Hall, attorney with the Kansas Association of Counties (by phone), Michaud, County Appraiser Kim Winsett and County Clerk Shella Thoman. The board resumed open session at 10:12 a.m.
During open comment, resident Ryan McMillian said he is frustrated about access to his property via 110th and Trail Roads. The board said it will consult legal counsel about completing a minimum maintenance declaration for those roads, which could clarify maintenance responsibility and access rights.
Separately, the board approved a 15-minute executive session to discuss CloudCorp business, noting attendees would include CloudCorp Director Tim Beims and Sean Jenkins (Valqari) by Zoom. The board did not record further public action from that session in the meeting minutes.
What happens next: County staff will continue work on the Bridge 542 project paperwork with KDOT and follow up with legal counsel on the minimum maintenance declaration for 110th and Trail Roads.
