Finance committee forwards most pending items to council, schedules budget hearings and sets resurfacing deadline

At the end of the March 4 meeting the chair moved (and another member seconded) to send pending legislation to the full Youngstown City council for consideration. Committee action recorded in the transcript was:

- Move items 1–6 and 8–9 to the full council for consideration of passage. - Send item 7 (fire-department staffing change) to a second reading and consider an executive session for employment matters.

The committee also clarified scheduling for upcoming budget hearings: police and parks are scheduled for 4:30 p.m. tomorrow in the caucus room (committee of the whole), and waste and water (with mayor’s office and building and grounds) are scheduled for 4:30 p.m. the following Tuesday. Staff reminded council members the deadline to submit street-resurfacing requests is March 20 so resurfacing planning can proceed.

Staff and councilmembers also discussed Community Development Agency (CDA) fund housekeeping: staff proposed moving roughly $84,531 of older CDA funding to debt-service to prevent recapture; staff said this is standard practice when funds approach the recapture window and that funds will be re‑earmarked for neighborhood-improvement projects with appropriate subrecipients.
