Youngstown City Council on Nov. 19 amended and passed ordinance 17 to authorize the Board of Control to waive the formal bidding process under Ohio Revised Code Section 735.051 and to make payment to Zyla Goodwin in the amount of $750,000.
Councilman Ray moved to amend item 17 by inserting the words "and or purchase" after the word "rental" in the third line; the council approved the amendment by roll call, 6–0. The council then suspended the rules and placed the amended ordinance before the body; a subsequent roll call passed the amended ordinance unanimously.
During debate Councilwoman Turner asked whether the city had adequate storage if the equipment were purchased. The council member identified as "Chuck" (the chair called for input and the member who had been addressed responded through the chair) confirmed storage would be adequate: "No. We have adequate storage there. They don't take up a significant amount of room." That clarification was given on the floor before the final vote.
