Youngstown City Council voted Nov. 19 to impose a 12-month moratorium on pyrolysis, gasification or combustion of tires, chipped tires, plastics and electronic waste within the city.
Council members moved to suspend the rules and place ordinance 3 for consideration and passage. On the roll call for the ordinance, the council recorded five votes in favor and one abstention; Councilmember Kelly stated a personal conflict and abstained.
