Travel and trails staff (identified by the name Andy in the meeting) described two separate OHVR projects: one to purchase trails equipment and supplies (jackhammer, generator, culverts and related items) and another to fund two part-time trail crew members for 2025 and 2026. The county noted it could use in-kind matching such as staff time from federal or state land managers and leased trucks, and staff said the volume of trail work increased after travel-management planning on public lands.
Commissioners approved the grant applications and associated state contracts. During discussion, commissioners asked about competitiveness of the grant process and staffing; staff replied they expected some competition but that this year's application pool appeared lighter. Approval was unanimous in the transcript.
Commission staff will proceed with contract execution and grant administration per normal county processes.
